About Us
The mission of the El Toro Water District (ETWD) is to provide its customers a safe, adequate and reliable supply of water and wastewater service in an environmentally and economically responsible way. ETWD was formed in 1960 and serves nearly 50,000 people in southern Orange County. ETWD provides drinking water, wastewater and recycled water for use across portions of the cities of Aliso Viejo, Lake Forest, Laguna Hills and Mission Viejo and the entire city of Laguna Woods. ETWD is governed by a five-member Board of Directors and the purpose is to cost effectively and reliably finance, construct, operate and maintain a water, wastewater and recycled water system.
